In a small bowl, mix milk, water, salt, and pepper. Pour into a flat pan and lay catfish fillets in a single layer, turning to coat both sides. Set aside.
In a resealable plastic bag, combine cornmeal, flour, and seafood seasoning. Add marinated fillets in batches, seal, and shake to coat.
Pour vegetable oil into a deep fryer or skillet. Heat to 365°F (185°C).
Fry fillets in hot oil, 3 minutes per side, until golden brown. Drain on paper towels.
