In a large saucepan, melt butter over medium heat. Add brown sugar and vanilla; stir until smooth. Mix in oats, cooking on low for 2-3 minutes until blended.
Press half the oat mixture into the prepared pan to form the base. Set aside the rest for the topping.
Melt chocolate chips and peanut butter in a small saucepan over low heat, stirring until smooth. Pour over the oat crust and spread evenly.
Crumble the remaining oat mixture over the chocolate layer, pressing gently to adhere.
Cover and refrigerate for 2-3 hours or overnight to set.
Bring to room temperature before cutting into bars to ensure clean slices.
